In this poster, the rat is supposed to represent the Japanese and the background of this poster is the Japanese flag. "Don't Talk, Rats Have BIG Ears" means don't say anything about the war or Americas plans so no possible Japanese spys can hear nything or get any information to take back to Japan.
This poster is saying that you have to make sure you are always on the lookout for the Japanese to make sure they don't cause trouble and don't do anything suspisious. This poster also has a peice of a magazine article that says "5200 Yank Prisoner Killed by Jap Torture in Philippines Cruel March of Death Described" which is saying that the Japanese killed several people and its supposed to be a warning to the americans.
