During WWII, (After the Japanese attack on Pearl Haror) the American government became nervous and suspected that Japan had sent their people over to spy on the US. America had no evidence what so ever that the Japnese could be spying on them, it was just a wild assumtion basically. The US feared that Japan would come overr and invade so they took percautions. The US starting sending anyone that was a Japanese-American or even had Japanese ancestory to Internment camps.
This picture is saying that if you were Japanese, you couldn't live in that neighborhood because this was where the "white men" lived. Its basically saying that these people did not want to welcome Japanese people in to their home or neighborhood.
